The Fb is actual a 3 points faster then the HB, and has the same vision

why does the FB just slow down and kind of linger instead of taking it to the outside like the play is drawn up?

I checked some higher level FB's and they seem to do the same thing, take a couple steps and just slow down. This happens even if the defense isn't getting any penetration.and there is no one to block.

Those are failed vision checks. It's actually MORE likely to occur when there is no one to block because the FB's vision checks are harder (potential target is farther away).

blocking FB's are pretty much useless at the lower levels. People generally make use of their scat FB to block in the early stages of the game.

Vision checks, poor agility, still rather slow speed, blocking also acts sort of like vision checks too as an engagement tool. Takes a lot of time for BFB's to pick up all these tools to the best of their ability.

Lower level FBs have more cleat marks on their back from their own HBs then actual blocks on outside - just takes a bit of time to get out front.

First Step helps tremendously

You shouldn't have first step at the lower levels.
