Where should I stop pumping sp into catching?

depends what you want to do

There are even some 'lovely' 140+ catching dots in WL.

If you've already started with the possession receiver archetype and have started into catching, I'd make sure you take it to ~100 (you're probably fine stopping at 81 and just keep training it as a multi-train inclusion). The possession archetype is kind of weak with speed as a minor, so you've got to rely on catching/jumping/agility and then chuck your EQ in speed (if you're going the traditional WR build-route) to offset not getting it to the typical 95+.

If my guy is covered does the QB "know" he's a possession guy? I also wanted to try a slightly slower more possession like with some strength and higher jumping... Just cause

The QB takes into consideration the receiver's catching capabilities when determining the risk value for each receiver in the checkdown list, so indirectly yes.

This^^^ My receiver caught plenty of passes even when covered... just...

power WR's aren't even funky or fun to use anymore. They are just pathetic in just about every way imaginable.

Because if you want to be great enough to break tackles you can't catch and if you want to catch well you will suck at breaking tackles. The only reason they were good before was because you could basically build a combo mold and be awesome breaking multiple tackles on a play or at least make the catch and break the initial tackle. Now you can't make enough of an impact to make it worth it and it is just more frustrating to have rather than fun.

What if you're building them as an outside blocking force who may occasionally be on the field for short yardage passes in a squad where the passing goes to the backfield and the TEs? A bTE in a WR's body if you will.

imo, the biggest single attribute for a possession receiver is height

They will never be a receiving "threat" to anyone. Not even on short yardage. You have to build the offense around them. I mean they are neat right now because it is another addition to make Big I such a ridiculous formation to defend the run but outside of that...meh.
