Since Rookie leagues can only sign players that are 15 days old at max, would the ideal date to create a player for the next season be about 13-14 days before the previous season ends? Is this possible? or is it just best to create the player on day 1 of the season?

The age caps are a rolling cap. Before the season starts the cap for rookie is 0 days old.

To explain it more, each day the cap in a 'minor league' increases by 1 day. By the end of the season, you've essentially rolled right into your next age tier.
