I have been away from GLB for a few years. At what level do these unlock and become usable?

They unlock as soon as you have the Bonus Tokens to use them, when you should is another story. Depends on the build. Some builds you want to unlock as soon as possible others you may want to intense train the entire first season on the main attribute.
Though don't multi unless you've unlocked three additional attributes and can 4-way multi. Don't forget to enhance attributes too.

Maybe I am missing something....I unlocked multi train catching for my WR but it still has a lock next to it. As I said, I've been away from GLB for a couple years. How do I multi train?

The "lock" doesn't go away... it's just a logo.
Next to the logo, you should see "Upgrade Level:" and then a star. Is the star bright yellow or dark brown? If it's bright yellow, you've unlocked that attribute for multi-training. If it's dark brown, you haven't.

Novus, it is bright yellow. I just can't figure out how to multitrain. I have looked at the training page and don't see anything differently.

go to the training page and where it says intense, change it to multi train.
