At first glance, looks like it's only for the most recent version of Excel... the version where Microsoft decided, "Hey, y'know how Excel has all of those buttons up at the top that allow you to do lots of basic things with just 1 click? Let's bury all of those in menus so they all take 3 clicks now and call it an upgrade!" 
This is now officially the first time I have ever regretted not upgrading my older version of Excel.

I am pretty sure it would work for 2007 and newer, meaning 2007, 2010 and likely 2013.
I missed the post that questioned how this is even possible. In college we were actually required to develop a small game entirely based in Excel using scripts and other native tools within Excel. None of them were quite as deeply involved as this of course, but it was amazing how great some of the concepts were in a short amount of time that we had to work on the project. Also, it proved to be a great learning tool for many of us in the class; a few of us went on to be game developers, and others of us use some of the same tools just exploited differently in our every day work.
