How does the effective lvl work?

I have a player that is 4/4 198.97 and there is a player on the team that is 4/5 198.97

I thought effective lvl went hand and hand with player value went hand in hand?

Depends on the player's position too. Some positions scale differently than others.

Of course it's fair. Different positions scale differently. Different starting values, different ALGs, different sets of majors and minors.

The point of Effective Level is so that you can compare your dot to other dots of the same position. Why would you want to compare the Effective Level of your HB with the Effective Level of someone else's DE?
