Dunno how you'll do it but speed really needs some love. If possible, you can switch all EQ you can into speed... that'll help. But, at level 40 and only 83 (natural) speed, getting that up higher is gonna be hard.

Actualy his natural speed is only 73, thats pretty low for your lvl... At that lvl many are higher in speed naturaly than what you you have with EQ 
You built too balanced too early. You need to put all EQ in speed then keep on putting SP on it and keep on training it (put SP allways when you have enough to reach next cap). I think you should try to atleast get speed to 90 end build, so that means you still need to get it to above 83+ ASAP so the ALG:s will take care of the rest
