What is the tie-breaking procedure for seeding playoff teams? Is it based on head-to-head games?

1. If there are only 2 teams tied (same record), higher seed is the winner of the head-to-head match up.
2.If there are more than 2 teams tied (same record), then it's based upon these factor in this order:
a. Number of head-to-head wins against the other tied teams with the same record.
b. Number of total points allowed.
c. Number of total points scored.
