Starting with a punter as the base build and improving the build methods to get like 126/126 base would probably increase the punt avg to like 45 (if you take leg of steel to get a few of those bombers to increase your average which my dot didn't). The only question is if the oop penalty would be too severe for FGs but i suspect he'd be just as near 100% accurate as every kicker under 50ydsbut 50+ may be tougher. Still, just set his max range at like 52 or something
Punting is way harder than kicking because there is a level of skill variation that is not there with FGs. Kickers either make or miss and the threshold is super low and prob based on s1-3 builds still. Punting has a lot more variation of performance with distance/hang time/out of bounds angles to where you see benefit for each point in punting no matter how high it is. Deevee is right though that almost every punt of my guy's is a fair catch which means it's about the same as a guy with a 50 yd avg whose returners average 8-12 in return yards
People are wasting time with super high kicking builds on kickers. They may as well leave it at 130-140 and then maybe try for speed to help coverage or even blocking (since strength is already high-ish) to help block for returns
