He was created before the hard L79 cap was enforced.

Not true, APD was implemented at S24, this dot created at S23, 30 boost to Lv79 already kick in.

There are actually three players over level 79. Only one even came close to taking advantage of the extra levels (and even that dot isn't great). All were created in season 23.

Probably all just found some weird boosting quirk that was only made possible thanks to the mid-build switch to Accelerated Player Development. 2 of the 3 of them have terribad Effective Levels, so I'm going to guess it was something really really stupid involving their early boosting strategy, and by being stupid then, they totally lucked into being able to top out at Level 81 later.

That would also explain why there's seemingly only 3 of them... anybody who knew anything about dot-building back then probably said, "No fuckin' way! If I do what they're doing it'll fuck up my build!" And anybody who did the same thing these 3 guys did probably fucked up their builds and retired their dots early, before they could get them topped out at Level 81.
