What would be better for a Rookie/Pee Wee Team, a boomer or a technician?

Well... unless you're desiring to be 3 levels behind for 90% of your dot's career, then PeeWee builds are done differently than rookie builds because 98% of most PeeWee dots are one-and-done's.
PeeWee; I'd go for boomer. I'd also not build him for long term success. Just PeeWee success.
Rookie; I suspect most prefer Boomer here as well. That's a question for those that have built many a punter. But you should follow standard build procedures like getting 1st cap to above 80, multi-training, ect, ect, ect....

For a one and done pee wee dot, I suspect p/k arch types are of little consequence.

Not nearly as much as with the higher levels, but yes. They matter. You just don't build them the same. Things like stopping at 3rd cap on kicking and spending BT's for SP's instead of extra training enhancements (you still multi train and get to at least 1st or second star on enhanced training). Stuff like that.

I think punters are a waste of a spot in peewee. Punt the ball 20 yards then give up an 8-12 yard return or even a TD. I would rather take my chance at a completion for a 1st down. I have found some use of late and use the P to hand the ball off and add depth to the QB position while still having a P for my 3 punts a game.

The best punters in pee wee are the ones that punt on first down. MVP is a lock.
