For lower level players, does the advance training has a large effect on the player? I'm debating on whether I should put bonus tokens to the Enhanced Training or if I should use them to purchase skill points.

Definitely enhance your training. You want to enhance your top 4 attributes to 30% each.

Short answer: buy the Enhanced Training, as well as unlocking Multi-Training.
Longer answer: there are a couple of limited circumstances where it's to your benefit to buy a Skill Point here or there to help hit a cap sooner. (jdbolick has a good early-build plan that requires you to buy 1 SP to cap, for example.) But those are exceptions.
Even longer answer: will have to come from someone who is a better builder than I am.

As far as I know you don't want to put BT's into anything but training enhancement early (no higher than 3 by most good builder's accounts)... unlocking multi-training asap... then save for the purchase of AEQ as your dots grows later in it's career. Personally, I do not swap BT's for SP's until the very very end of the dot's build... when it hits plateau... and only after I've spent every BT I own to max out my AEQ.

You do not want to unlock multi training asap. It is also ok to use tokens to buy a skill point if it helps you reach a cap like in the creation season of your build when you cap your main at 48....you buy 1 skill point so you actually cap it at 49 before you boost on day 48.

how much speed are you shooting for at plateau? i always have difficulty mustering up more than 112 without completely destroying the build

I've never had to do that (yet)... but will keep it in mind. As for what I meant by ASAP, I meant doing it AFTER you had capped and enhanced and everything. My bad.
