All I know is that it's a nice tidy sum of money that arrives at my team's door every so often. What exactly is it and why does it occur?

When a team breaks the salary cap.The amount they go over is dived among the other teams.

When there is a team in your division that is over the cap, the penalty from that is spread out to the other teams in the division, you get a piece of the pie.
