thought about using it as an SP dump. then I remembered that morale is affected so much more by which team scores, and you might see zero results for a whole game just because the best you can do is hope to cut into opposing player's morale surplus.

No it won't help.
AOI need you being close to defender and time to drain morale, how could a KR/ PR can match that?
Put it on O/ D-line, but don't put it on KR/ PR.

Most of the time, the defender that makes a tackle is close to the ball carrier.
Having a minuscule chance to lower the defenders morale by 1 before their tackle attempt does technically help.

It's constant drain per tick, so I don't believe it will drain 1 morale at that tiny moment.

Alternatively, we realize that the game is based on rolls.
Every tick is likely a roll. That roll is likely difficult to win with AOI, but winning it likely just reduces morale by 1. So there is a minute chance that it is reduced by 1 in those 2-3 ticks between entering the radius and attempting the tackle.
