No. You can't log into their account, nor can you buy them from another account.

Best you can do is send another user some money on paypal, but that has nothing to do with GLB.

Yes, as long as there's no sort of flex-involved contract (play/coordinate for my team and I'll buy you flex). GLB isn't going to stop anyone for letting them buy flex for another user. Let's be real here.
Do note that anyone giving another person access to their account in the above scenario is putting themselves at risk. It makes 100x more sense to just transfer the money via PayPal.
