If I make a ST Fullback but only use him As a FB will there be any OOP penalties?

No. No penalty needed (nor applied) since using the ST archetype itself is a penalty to that player being used on offense (or defense). I've done that with several of my ST' players... A STOP TE at regular TE... a STOP FB at regular FB... a STOP Center as a backup center... and a RETURNER CB playing normal CB. Thing is, any ST archetype usually includes (or excludes) a skill that the normal position player doesn't ever put points into. For your FB, that'd be tackling (a secondary skill [blue star]). Getting that skill as part of the archetype means that the player is now MISSING a skill from his "normal positional arsenal". Which means the build will never really preform as well as a normal positional player of the same position.
It's ok to use STOPS in some cases as backups... #3 on the depth charts... and stamina savers if you're low on dots at that position. But you don't wanna plan on them as you would a regular archetype.
