I'm curious to know if anyone knows if tactics has a role in whether or not FF fires.

Yes....tactics play a role in whether (or how much) force fumble fires. It says so right in the description of each tackling setting. Power tackling will have more forced fumble attempts than wrap up tackling. You can cause fumbles using any setting but certain settings do allow for more chances for it to fire.

if my understanding is correct, there's a strong argument to be made for never using Power tactics setting and only Balanced to force fumbles.
In real life, one can force a fumble without successfully tackling (and sometimes without even attempting to tackle--just by punching at the ball), but, as far as I know, in GLB the only way you can force a fumble is by first successfully tackling the ball carrier. Tackling is much easier when set on balanced tactics rather than power. Further, whether or not a fumble is forced has something to do with "tackle quality" and the quality of the tackle is higher on balanced than on power. Most, if not all, VAs/SAs that give a bonus to forcing fumbles work on balanced or power (just not on wrap up).
