For a human owned team, is it just the owner that can release players, or the GMs too? and for a CPU owned team, do you need to be released before signing onto a human team?

whoever has powers to cut players given out by the owner, and CPU teams you can just sign with a new team
If you are on a CPU-owned team, you may be signed to a human-owned team at any time. No release needed.
In order to be released from a human team they need to have privileges to do so. The owner sets them.
