Most Dots need to change more than 15 VA Pts. when changing Teams and there is nothing else to do when you get to that point. Would keep Agents a little more interested and quit giving the Network Teams such an advantage.
There is no reason why every dot shouldn't get a full reset, if desired... every season. It does nothing to hurt the game, and does everything to potentially benefit the agent/team.

Having played an MMO that gave full resets each season, it's terrible. Games need to have sunk cost for doing things. You shouldn't be able to say "hey I'm going to be an MVP RB" and the next season switch to KR/PR with all the tools and tricks of the trade that the Devin Hester has.
This rewards the average user who actually plays around with there dots, I think when a dot turns 281 they should get a one time full reset actually. Then 15 per season, as it is now the network teams sit on all 75 vas until day 281,, this would reward the average user
30 is a good compromise between the full reset crowd (never gonna happen) and the 15 is plenty (rather restrictive for dots changing teams/coordinators)

Pretty poor example...someone should absolutely be able to do that.
Someone had posted this suggestion before and I remember a pretty good post from that one that basically said that, once a DOT reaches Plateau... you're done training for a while... no more XP to spend... no more EQ to buy/upgrade... basically not much but to sit and watch it grow moss on it. Having the ability to change your VA points at more than the standard 15 is something to enjoy after the effort, time, and money you've put into your dot(s) {and it should be there because it's EARNED by building a DOT to completion! Max Flex spent... Max time spent... Max involvement in the game spent. These are your [prime] customers and deserve SOME considerations.}.

Obviously they could make a 'transition', but it should take more than instantaneous change to be fully respec'd for that role.
I would be in favor of either a 1 time 30 point reset (does not have to all be used at once) or an annual 15 point reset.
Instead of plateau, you could say for level 79 only. That way you are truly rewarding those who have boosted.
Or you could say something along the lines of
Once you reach plateau, you get 1 reset point for every time you have boosted.
a reset on that small scale would not grossly alter the game, but to put it in "real life" context: The Redskins have a guy named Lorenzo Alexander. He has switched positions a few times and in the off-season he has either bulked up of slimmed down, focused on strength when playing on the line and more on speed when he went to LB.
