It's all up to you.

If you have flex points to use, it makes most sense to create the most expensive dot that you want to build with your free player. So it all depends on which positions you want to build.
Personally, I wanted to build a HB, LB, LB, and an OT. So with my two free players I created the most expensive of the two and then made the other two using flex points since they were the cheaper ones.

It's all relative. If you aren't trying to cut into a flex 'bill', then you're just looking to make a dot that will yield the most fun.

I would build a fun position, but not the most popular.
DEs, DTs, LBs, TEs, FB,CBs and safeties would probaly find a good spot on a team faster than a HB, or QB..

keep in mind that if you want a QB (and sometimes HB) you have to do it at just the right time since you can't use the free player on "low demand" positions.

I Made a LB that im taking to WL with a team and I just make a K/PR CB that I won an MVP with this year but probably will retire him and make an offensive player

^^^ this. No sense in building a dot you're not going to have fun with. But it's also smart to get the best bang for your buck. Keep in mind that the overall cost isn't just the initial price of your DOT, but all the boosts you plan on for his entire career. That adds up.
