We need something in place to review the current mods and their "shelf life"

ok so many think voting would be a poularity contest so why not have the admins select a group then we vote on the group
I'm tired of mods overstepping their boundaries we need something in place where us users can have some sort of input

Yet another no from me this would still be nothing but a popularity contest. If you are having problems with Mods. Then more than likely you should look at youself and your posting and see what your doing wrong. I can say the times I have caught a ban. I deserved them as most have.

It still will come down to a popularity contest, even if the admins are selecting the panel for voting. Let's say I "nominate" 6 of the best moderator applications for the users to vote on. 3 of the nominees are "unknown" users who are very qualified and are active enough to be moderators and the other 3 are the same but they are far more popular with the user-base. Who do you think would win?

Yes something like this would help prevent users who shouldn't be moderators be "elected" because it would be a list of my choosing but it still wouldn't be completely fair.

I understand what you are trying to achieve Thundercat but I can guarantee no matter how perfect we make the mod-selecting process, people will complain. It happens on EVERY active gaming forum.
