The best lb pos to put a hard hitting lb and a blitz lb?

Depends on their actual build (which matters WAY more than their Archetype), as well as the defensive system you're using, your goals on defense, and whether you use a lot of formations with 4, 3, 2 or 1 LBs.

More detail, please.

If you're going speed first on a hard hitter LB, the right position for him is the bench and never seeing play. Speed is a minor for that archetype, you should NEVER start with a minor.

Unless you're making a rushing QB, Power WR, Power TE, Rushing FB, ect, ect.

rushing QB start with agility. Obviously.
Power WR, don't even know their majors, but I doubt you should ever start with a minor.
Power TE, definitely don't go speed first.
Rushing FB, don't they have speed as a major? If not, DO NOT GO SPEED FIRST.

So etc etc, stop talking about what you don't know.

and to answer the OP, it depends entirely on scheme and the type of play...

HH LB's are typically used in run only situations and blitz LB AT's are used as either coverage LB's or blitzing LB's in passing situations. But as people have stated before... AT is only a major/minor factor, you can build whatever you want.

^ What Homage said. It's all on the scheme. You can only use 2 of the 3 specialist at a given position in a given scheme. Some use LOLB for coverage and LOLB1 for HH to cover the blocking TE, some use LOLB and LOLB1 for coverage or blitzer...you can make that determination for all 5 LBer positions, but the scheme needs to be designed around where you want those specialists to line up in certain formations/personnel groupings/or downs and distances.

and remember.....HH LB is easy to spot so if you slot him do it late..otherwise it can be planned around

You should never put a HH LBer into a regular spot, it should be in the RILB1, LILB1, LOLB1 spots so that you can bring him in based on tags.

Also, with the ability to load custom depth charts in tactics, it doesn't matter how long you wait, your opponent won't see what your depth chart really looks like until the game sims.
