First off, the players are a TE, a WR and the TE in question.
the main TE spot has the first TE2 and then the second TE2 tight end . TE1 has the same TE's as the goalline TE spot.
The WR is in WR2 and the main WR slot so is likely getting a fair amount of snaps/unavailable to go into TE.
Also the TE in question plays on special teams, where the first TE does not.
98/99 does not guarantee even play time. No energy setting can do that by itself unless all players are identical. There are other factors involved as mentioned above- Comparable stamina levels, other positions they play (ST especially).
Setting the energy level is just the first step in balancing play time (not that it is as important anymore as it used to be back in the day when # of plays determined your XP in a game).
