I have a question which i've always not been sure of..

Upgrading a Sa;
Does it make that Sa more effective
Or
Does it increase the chance of that SA triggering

Or both. Thanks for any info

Many cases both (supposedly)

Read the description at bottom of SA where it tells you what additional levels will do
