I just need a explanation about why my HB didnt run

he fell down (dot shrank)

I've seen it a lot in the lower leagues. Low catching is a big culprit, but not much you can do at that level.

I know the replay isn't a good representation of this but please believe me when I say its because he had not fully caught the ball yet. Happens a lot when players have low catching. When they don't move like that they are essentially bobbling or juggling the ball. I could show a ton of replays from my game today where the same happen with my WR's.

Its just a product of low catching and piss poor visual representation.

the receiver dot shrank - indicating he fell down - then they take a little to get back up

It didn't shrink in my replays.

does in both of mine

try watching it on flash replays

both times the dot clearly shrinks - on one it is before the catch, like a diving catch

Screw flash replays.....hate them!
