Right now its for a Power HB, and I want to know what I need and what I dont, plus what is the best way to going about and getting Adv Eq?

First and foremost, you're probably going to want a couple +3 speed +% break tackle pieces. Which means when you shop you should be looking for the following:
+3 speed
+% break tackle
+3 speed +% break tackle
If you purchase a +3 speed or +% break tackle piece, you'll be able to enhance it, adding in the missing prefix or suffix. Note, you can't upgrade a base +2 to a base +3 or anything of the like. You are only able to add when the entire prefix or suffix is missing.
As a rule of thumb, never buy anything other than +3 in your primary attribute.
After +% break tackle, it's really up to your build. Personally, I like the power guys who are built with some elusive skills. That requires some build investment, but adding an SA like Juke along with +% fake can be a good way to increase your chances of picking up extra yardage. Surge is also a pretty good choice.
I would consider shopping at 31, 41 at the latest for your first two pieces. If you wait too long you are going to get caught up in a lot of junk that you'll have to weed through with extra shopping.
What's important to do before you shop is determine a few things:
a) How many pieces of AEQ are you going to afford (3 or 4)?
b) What is your CEQ bonus going to be (generally stick to the +%)?
c) What pieces of AEQ are you going to have?
By planning that out now, you'll make sure you don't pass over anything when shopping that you later decide you want.

Also, make sure that at least one of your Break Tackle% pieces is a +5% piece because your highest value piece is the one that doesn't get cut in half, if you don't have a +5% piece, you wont break 20% in total bonus with 2 pieces, which you generally want to do with your primary roll.
