Why do people say pee wee player are only for one year. Why can't they just move to a different league after the season

PeeWee players are traditionally built with a short-term focus. You essentially throw out most building principles that reflect any sort of efficient building.

In other words, the bulk of PeeWee players are made to succeed in that first season. Rookie players, built with long-term focus, typically will just barely finish touching one attribute in their first season. It doesn't really reflect well for PeeWee where dots are spending on special abilities and the like.


And to clarify, PeeWee teams literally reset each season. The players are welcome to move to another team, but PeeWee leagues are only for d0 players.

And PeeWee players don't get the extra 3 boosts a Rookie team's player would have, correct? So they're out 3 boosts.

Not quite out 3 boosts but they usually DO start 3 boosts behind most other non-peewee dots. With the changes GLB has made to dot building, eventually you catch up at level 79 (which all dots can reach whether they boost early or not.) There is even some dissent among builders that NOT boosting early (the 3 extra boost as spoken of) can help a build. But I, myself, think the gains you make are so insignificant that it's not worth doing the crazy math over.
