No. LOLbars and levels on CPUs are meaningless. Their levels are set on a per game basis, and are determined by the opponent's levels.

With that said, CPUs are more balanced than most human players that are building for the long term, and this can make CPUs in lower level leagues play better than you would think they should.

The worst thing you can do when scouting an opponent is look at LOLbars and get scared. Especially on a CPU team.
