Maybe I'm seeing it wrong but it appears that boosting training attribute increases aren't taking effect if I decide to quad train. This is standard?

You're seeing it wrong. Perhaps you are thinking the bonuses are additive instead of multiplicative?
Do note that if you are on your training page and set to multi-train, open up another tab to enhance training, then go back to your original multi-train page it won't magically update the percentages to their new values. It does however still execute the training at the correct (enhanced) values.
