Is there a newb guide to the wildcat or brief on how-to?

I don't have a scrambling QB but would be fun to sometimes throw my WR into the QB slot...or is the penalty pretty bad? I'm talking shallow end of the pool like Pee Wee/Rookie leagues...

I just throw in say WR at QB2 and call plays based on QB2 for runs?

Penalty is pretty bad and it's easy to game plan for defensively.

HB would be better, but I'd not use WC much unless you have the RQB.

It's a pretty screen heavy preset, esp on 3rd down. If you are already getting that out of position penalty on QB runs, you will likely face 3rd down more and then be screwed when you screen it.
