Is there a difference in packages where if I have 10 plays and give them each 10% within a package, is that the same as leaving them all at 100%? Wondering how many hours I've wasted if it's just the same thing.

As is making them all 3% or 124834% or whatever else. When the package is called it scales the values down so that it adds up to 100% so the only thing you need to do is make sure the ratio among the plays is what you want.
Don't worry about trying to manually add them up to 100%.

Only manualy do it if you want one play called more than others.

It really doesn't matter much. The sim pretty much does whatever it wants. It's best to make sure you have absolutely only the plays you want to run in your packages/outputs.
