Just came up with a solution for the ST problem of too many Forced Fumbles because they need them to reward the STOP players.

Stop rewarding Stops with in game silliness that too greatly impacts plays. Tone down the ST universe to realistic results. And instead reward the ST player for making his STOP dot by giving him a credit in reward flex. Say for every five STOPs you 30 boost, you get one additional REWARD free player. Reward Free players would be like regular free players but when retired the slot goes away.

Get rid of the ridiculous roster size and STOP's take care of themselves.

When Owners, HC's and coordinators decide they want to carry 3-4 STOP's and they realize to do that means those STOP's either have to be playing their normal position to OR that they have other players that are going to have to play OOP - THAT is when you know the roster size is the right size. There should be tradeoffs for the extremes - i.e. carrying that many 1-trick ponies.

Added: There is absolutely nothing wrong with the STOP concept, just the amount of them you can carry on a roster with no consequence. 1-2 and a return man seems normal, beyond that you should have to be paying some kind of consequence with the rest of your Depth Chart.

Added #2: If I was going to change who could be a STOP, I'd eliminate O-lineman and D-lineman from the equation or at the very least O-lineman and DT's.
