I'd pass. You want to look for something that has +3 strength and/or +5% hold block. Don't worry too much about finding something right now, so if you roll a few times and don't see anything great then just try again in 10 levels.
it's not completely horrible, and depending on your BT situation it might be worth it.
the perfect piece will have a +3 on it, but if you have on piece with a +2 it isn't going to doom your build.
as far as the 3% vs 5% goes, if this piece is your 2nd piece of HB% gear, then it's value gets cut in half anyway. So a 5% piece fully upgraded is worth 7.5%. A 3% piece fully upgraded is worth 6.5%... a whopping 1% difference. Is there a huge difference between 22.5% HB% and 21.5% HB? I'd be willing to bet that they'd be statistically identical over the course of 1 season for your player.
If you have the BTs to burn, then I'd pass. If your budget is tight, you can save 108 BTs over building a perfect piece.., and of course you can keep rolling in the store but who knows how much you'll end up spending on rolls plus the cost of the item.

Blocking code wasn't nerfed. Only thing we changed in regards to blocking was a requirement for blocking to have a much larger impact in the blocking role. Also just because a player isn't getting pancakes does it mean that they aren't blocking.
Obviously strength is more valuable because it affects a whole lot more different kinds of rolls, and energy usage and other things... but is blocking that bad of an attribute?
It's an important attribute, but you absolutely do not want equipment there if you can help it. Not only are strength & agility more important, but you can also get more bang for your buck in blocking through the Great Blocker VA.
To add to the points already made, AE costs alot. 300 BTs just to upgrade + whatever you pay to buy the piece. That is over 20 SP worth of BT spent on one piece of EQ. You want to be sure that you get your money's worth. I would never settle for less than exactly what I want in a piece of AE, even if that means making each piece. When I do shop (because shopping can definitely save BTs) I always keep in mind the end result and not to settle. What you don't want to have happen is you end up your build with less than ideal EQ and extra BTs, because the SPs you get at that point won't get you very much.
