I have heard it is 10-20%, or like being one or two ranks lower (i.e. 10 in First Step penalized would be like 8). I am not sure the exacts tho.

It is typically viewed as this:
10 in an SA with a bonus is like having 12 in that SA
10 in an SA with a penalty is like having 8 in that SA

No one knows for certain, but we do know it is big enough to matter, and not big enough that it is not worth using a SA if it is good.

I'd like to know also how much more success will you get by blitzing a LB Blitzer archetype with no SAs in Rookies versus any other type of LBs, (Combo, Coverage, Hard Hitter).
Bad VIsion check? He'll get to the QB more often or not ? So far in the scrimmages I've watched it looks like there a noticable difference because the LB that get to the QB the more often by blitzing is the blitzer.
But just wanted to be sure its not just coincidence or luck.

It all depends on how the DC is blitzing.
Is the Dline balanced? Is the Dline shifted to the weak side or strong side? Are the linebackers balanced or are they shifted to one side of the field? Anyone else blitzing to force the Oline to pick up a block and free up another blitzer? Is the RDE strength built or a pass rushing DE? Is the defense in a 3 or 4 man front?
Way too many things come into play so you really have to sit down and figure it out

On some plays I moved the D-Line weak side with a strenght LDE taking double team. RDE is pass rusher. ROLB blitzer and I blitz him either outside or inside and sometimes with the MLB blitzing too.
I'M talking about passing situations like Dime, Nickle.
Only wanna know if in the same situations, same plays, I'll get more sacks or pressure using the LB BLitzer versus any other archetype or they just too low level in rookies

Too low of level in rookies. Outside CB blitz is usually successful too so see if you can recruit a blitzing CB as well.

so you are losing out if you take it up to 10?, because after 10 you don't get the full value right?, so if you have it at 10 it is really 12, therefore you are screwing yourself?

No....you want 10 in it so as that it is like having 12 in it. Anything over 12 is considered as not being worth it due to diminishing returns. But you definitely want 10 in an SA that is favored.
