I made my HB on day 38 and he has 150 XP. Can he sign with a Rookie league team?

Rookie leagues are for players that are 0 days old. Just retire the dot and remake him today. You'll get all the training points for the offseason anyways, so the only thing you lose is pre-offseason XP and TPs.

Yep the bad thing is he's a RB. Apparently you don't get to much of a chance to make a freebie RB.
make something else. anything else made right now >a HB that will be 19 levels lower than the other dots in the league he'll be playing.

If you are bound and determined to hold onto that player versus retiring and trying again than you can always to go to your players "contract offers" tab and choose to have needy teams send you a contract. At least you will be on a team til you can find a more permanent home later on.
