They never max out, You just get diminishing returns beyond 10. going from 4 to 5 will be a 1 point increase in the SA's effect, where going from 12 to 13 might give you 0.4 increase in effect.
The exact amount of the reduction beyond 10 is unknown, but the cost of going beyond 10 is probably not worth while most of the time.

No limit, but technically saying, you can only put 10 + 6x4 + 4 +1 = 39 in a SA.

Answer: Exponential decrease. I'd not recommend anything over 12-13 myself, but some people swear by going higher. Higher will count, but eventually it's pretty minimal.

I still think it is funny how some people don't understand the concept of diminishing returns. I guess there are a lot of young people out there playing this game, but still...
I had someone try and tell me that the effect of Spin would be worse because of diminishing returns.
