Which is more effective, man or zone?

You pretty much have to play man. You can support that with either man or zone. Not exactly sure what you are asking.

Under outside zones work well to both double the WRs and stop outside runs so I generally prefer them.

You want at least 1 man on everyone. I wouldn't ever leave someone open and hope a zone will cover him; a play is bound to exploit that you'll get torched.
For HBs, you'll frequently want to cover with two guys - one on the right w/ HB Strong (and secondary assignments) and another on the left w/ HB Weak (and secondary assignments.) If you don't, HBs will tend to beat you on screens and outside rushes. (The same can be said about FBs to a lesser extent, but they are slower and get the ball less, so it's not as critical)

Defenders at that level simply don't have the vision required to play zone.
