If our dot is playing an effective level below his level, how can we determine what needs to be corrected to bring his playing level up? (example 29/28) Is there a guide to go by?

Dunno, at that level I've seen some pretty lulzy stuff. Like a coverage safeties that had a pretty meh EL that I would take any day over slow ass safeties with a much better EL. The guys with higher EL actually didn't have speed or agility for shit and just rounded off their builds with vision, strength, and tackling. A few seasons down the road the safeties with the better ELs will be STOPs at best.

It also appears the op has dumped SPs into SAs judging by his player note. Obviously that will adversely affect the EL and is not really a good idea since attributes are cheaper to upgrade at lower levels and SAs cost the same regardless.
My point is that ELs are not the end all/be all.

Yeah, my safety's EL will jump when I get a few more SPs to bump his agility up to the next cap. In the long run my safety will be better than that safety.

OK most of my dots are playing at the prep level and we are the best team n the league!, And my dots are statistically the best on the team, my OT has the second most pancakes in the league, and my WR is the best on the team, I don't understand how the team can be so good and two of my dots be ranked at a high level, yet be playing an effective level two levels below my actual level! it's mind boggling!

You invest in stamina yet? Most teams that level havent touched stamina yet. So if you have that makes a huge difference.
