The offensive playbook will govern what plays can and cannot be called. Regardless of if you are using basic or advanced AI, only plays that are in your active playbook may be called.
Basic presets are unnecessary if you are using the advanced AI. These will set the basic tactics to whatever style you select. These override the basic settings that are listed.
Preset AIs are pre-built AIs. You can select one and then open your team's AI to see it in its entirety (this should give you a good glimpse at building an AI). These aren't all that great for pure use, but they give an excellent base to modify.
Lastly, just to clarify this, your playcalling will be based off of what is in your active AI. If there is no match for the particular situation that arises, it will look to your basic settings for the play call.
