my team is at the prep level the average player level is 19 and my teams effective level is 20, yet I see many teams with player average level of 19 and effective levels of 21

What are these teams doing to raise the effective levels? And what can I do to increase our effective level?

Effective level is based off of a player's total SP value. Essentially the value (in terms of SPs) of all their attributes. It's comparative with players of the same position.

You raise your effective level by building efficiently.

In terms of a team's average, there are obviously a few things like having multiple QBs on the roster that can falsely give you a higher number, but it really comes down to just having agents build their players efficiently.
