I have been thinking, since money is now useless in the game, each new team gets $1,500,000 to spend on player finances, etc. but you have to manage the stadium construction, etc as well, which is why new team owners will fail on their first team ownership.
My suggestion?
Take away the salary cap, and player money all together. Replace it with the points cap. If money is useless now, we're wasting our team cash on players that could've been used for stadium construction. Give each team 1,000,000 (or a better number) in cap space. So instead of negotiating players for money, you will be negotiating players for points. Players can use these points to upgrade training, bonus tokens, etc. Maybe 5 points equal one bonus token or such(just an example).
With this, negotiating actually means something rather than just offering players money and knowing that they'll either accept it or reject it. Players actually have to think now, if I go here, I'll have a better team but less points. But if I go here, I have a lesser quality team but I can get more points.
We're probably too late in beta to work on this idea but it sure would make negotiating players and team cash a hell of a lot more interesting.
