Pretty simple imo and makes sense. Cap players @ Level XX 999/1000xp based on total boosts. For example, 27 boosts currently has a level 76 cap. Instead make that cap level 76 999/1000. This will maintain the integrity of the game, as imagined by the developer, and still allow players to gain trade-able XP until plateau (which should only be a handful of days away form where they are currently capping out).
I haven't run anything through the builder at the moment but I don't think there would be any way to exploit additional XP with a level cap still in place.
ETA: This suggestion is based purely on NEWLY CREATED PLAYERS. Those players, who beyond their agent's planning will still hit a mini-plateau before the real plateau.
