Scrambling QBs as the game stands are kinda silly. They are either just another running back, or they are a crappy QB who is sometimes a crappy running back, or a disaster waiting to happen when he scrambles with five line backers in his face.
At the real world pro level Scrambling QBs are good QBs that have the legs to carry them to a key first down when the opportunity presents itself. Rare is the called QB run play.
That is not an option in GLB, but it should be. In GLB we have mostly called QB runs because if you set your QB to scramble in his tactics then more often than not he is going to turn a pass play into a sack.
Here is how you fix it and make scrambling QBs into Donovan McNabbs not McChumps or just another RB that is easily tagged.
You do it through more control over scrambling.
Add to the QB Tactics to indicate the defensive situation.
Have these settings in addition to the Scramble Often Sometimes Never choice.
Then have the following limiting check boxes. The number you enter would be the maximum number of defenders who could be in that position at the time of the scramble check for that setting to trigger.
Scramble (drag down Often, Sometimes, Never)
ONLY when
the number of players on the DL is less than (1-?, with less than 3 being if DL drops to zone or man, ? is however many are in Goalline)
AND
the number of players in Short Man Cover is less than (1-11)
AND
the number of players in Flat Zone is less than (1-11)
AND
the number of players in Under Zone is less than (1-11)
AND
when Yards to First Down is less than or equal to (1, 2, 3..100 etc)
AND
only on Downs (check boxes for each down 1 to 4)
Thus if under Scramble Often the QB player selects 2 across the board than if there are three defenders in under zones then the QB will not Scramble at all. But if there are 2 or less players in all of those situations and the yards to go and down counter are met, the QB would use the Scramble Often chance to determine if he scrambles.
The QB would have to pass a vision check to get the number of defenders correct I suppose. If he fails the check you could have him not scramble (the conditions are not met) or you could make him get the number wrong.
This way a player can scramble often WHEN IT MAKES SENSE TO DO SO, but otherwise stay put in the pocket.
Make sense to you?
Or does THIS make sense to you instead???????

I agree that something should be done though.
