Quick update on this. I created a player to test out the theory of the TP/Training restrictions being put into place to thwart SB/SSB players. Tomorrow my guy will hit level 2 via rollover. I just signed him with a CPU team and spent my accumulated training points (80 total to date). Combined with %bonus unlocks and multi-training, this is where he sits as a level 1 Run Block Guard (still have 4 tp as well)

So while he was allowed to stockpile 80 TP because the TP cap was lifted for newly created players, someone who has yet to find a team in the off season is capped @ 14? I seriously don't think this is working as intended.

The penalty for not being signed immediately following a contract expiration is two-fold right now. A player can no longer train nor can they accumulate the "normal" 30 tp max. If I'm reading the description correctly, a player dropped on D41 of season X and picked up on D0 of Season X+1 can only accumulate 14 training points but there are 34 total training points available. (D41-D48 + D -8 - D0) - 17 days worth.
I can understand being unable to train due to lack of facility but not being able to store points is lost on me. 20 training points is a significant loss at any level but especially for younger players who find their team disbanded by surprise.
There's already been an adjustment to beginning training points, in the spirit of making sure there's "fairness" no matter when a player is created

so why not modify training point accumulation in the same fashion in the spirit of making things fair no matter when a player signs to a new team?
