This would be an option similar to the Attribute sharing setup, where an agent can already allow others to see their abilities/attributes.
Attribute Sharing Option, and right below that would be Tactics Sharing Option which would be defaulted to team owner can view.
This is an alternative wording from the previous suggestion, not sure it makes much difference, but some were rather sensitive to the idea of the "Owner" having too much power. Hence the alternative suggestion of the "Agent" having the ability.
