First of all, conference record should be the first tiebreaker after head-to-head. This would slightly lessen the effect of the "random" out of conference game in week 1. Other than that, I'm not a big fan of points scored or points allowed due to the high presence of CPU teams in GLB, so here is my suggestion for tiebreakers. I like strength of victory to break 3 way ties first because that evaluates which teams beat the best teams, not punishing high offense teams for their defense in blowouts and stuff like that.
New Tiebreaker System:
1. Head-to-Head
2. Conference Record
3. Strength of Victory- explanation- http://football.about.com/cs/football101/g/gl_strengthofvi.htm
4. Points Allowed
5. Points Scored
