Has anyone tried this for a returner? If so, how were the results?

Bad idea.
Most SA's past 13 aren't terribly efficient or worth it.
There are a few examples of course where it's worthwhile to take an SA that far, but for the most part, stopping at 9 or 10 is fine, and if it's just quick Cut/Change direction, I honestly wouldn't even bother with that SA with the way Bort has the returners coded to run now.

They don't make sharp enough cuts to make the SA worthwhile.

However it wouldn't be too crazy to plan to include it in a returners build that is being started now. In 8-9 seasons I'm sure Bort will start to open up return code to allow returners to take sharper cuts and run east and west a bit more. But for now even have more than 4 points in Quick cut/Change Direction is a waste on a returner.

Ok. Well, if you would, explain some of the better options for SAs. Also, I have heard that juke does not work for CB returners. Is that still the case?

No, that's no longer the case, Bort changed the return code to allow returners a better chance at juking last season and it works quite well for returners now.

Better SA's are Spin, Return Specialist, Juke, Head Fake, Cover up... etc.

Ditto that. I had a returner a few seasons ago. With high vision, agility and the quick cut, my dot would routinely seek out an open side and run it up/down to the endzone.

After the nerf on change direction/quick cut, my dot ran like he was Forrest Gump, straight up the middle with an occasional and slight degree changing from the left or right. So for returners now, SPIN, RET Spec, juke head fake are decent ones to go after. I don't have a returner now, but my last season that I had one, I couldn't get the dot to go left or right (super angle) to save his dotless soul. But, I saw juke and spin working right up the middle. Soin requires high agility. I forget the minimum now. Someone else can help you with that if you want to work with juke and spin.

Also take into consideration each of our opinions. My dot was built with high agility/vision/quick cut/change direction. Maybe some other agents found a new combo to make the cut to the sidelines and up/down to the endzone work. I just didn't have the patience to try a whole new building method when I was happy with the one I had. It worked.
