My guess is that it will be the 5 league winners and then the top 3 2nd place finishers based on points allowed because that is what they have done in the past when they needed to fill extra spots.

This. With gold teams dropping like flies, I'd be shocked it all 2nd place teams don't get moved up, and likely even some more.
