Create a "Rookie" draft feature where CPU players are created that are worth something and give your team a bonus for selecting them.

Plus the primary incentive should go towards signing human players first.

I like the concept but yes focusing on CPU is ungood.

And the Powers that be have banned the word Draft. You cant even say "Windy" in this forum now.

this is NGTH because there will always be an incentive to choose human players over CPU. It would be rather pointless to try and encourage people to sign CPU
