how do you get your actual level and your effective level the same or how do i boost my effective level

Effective level sort of states how well you've built your dot. This basically is higher than your actual level with you focus on bringing your major attributes up really high (think 81+ for a base) before even focusing on your minors except in multi training.

Your dots are all in decline. It's time to retire and remake.
